Kiger remembered for trying to make difference in community MATTOON — Richard Kiger lived and planned beyond the moment. Kiger, 77, a former Mattoon City Council member, family man and community volunteer, found out 10 days ago he had cancer. He died Sunday afternoon in his Mattoon home surrounded by friends and family.
